Delete and Reorder PDF Pages
One screen for the three things that go wrong with a packet somebody else assembled: a page that should not be in there, pages in the wrong order, and a page that scanned sideways. Fix all three, download once.

The page that should not be in there
The commonest version of this is a cost sheet that got scanned in with the customer copy. The second commonest is a blank separator page from a sheet feed scanner. Both are a two second fix here and both are a real problem if they go out.
Deleting is not the same as hiding. The page is not copied into the new file at all, so it is not recoverable from the download by anyone, which is the point when the page had your margin on it.
Order, and why it is worth a minute
A packet in the order the reader expects gets approved. A packet in the order the scanner produced gets questions. For a permit submission that usually means the application first, then the plans, then the supporting documents. For a payment application it means the invoice, then the lien waiver, then the backup.
The number in the corner of each tile is its position in the finished document, and it renumbers as you move things, so there is never a question about what you are about to download.
Rotation is not cosmetic
A sideways page is a page that gets printed sideways, filed sideways and read badly. It also breaks any automated text extraction the receiving office runs, which on a permit portal can be the difference between accepted and returned.
The rotation is written into the page itself, the same way your PDF reader records it, so the fix travels with the file. Nothing is re typed and no quality is lost, because it is the page that turns, not a picture of it.
Nothing is uploaded
The thumbnails are rendered and the new PDF is written by your own browser. There is no server in this site that receives a document, so a contract, a permit or a signed waiver never leaves the machine you are sitting at.

Questions people ask
Can I get a deleted page back?
Not from the downloaded file, which is the point. Your original is untouched on your device, so reopen it if you deleted the wrong page.
Can I drag pages instead of using the arrows?
The arrows move a page one position at a time and work the same on a phone as on a laptop, which drag and drop does not. For a long move, reverse the document first or use the arrows a few times.
Does rotating lose quality?
No. The page is turned, not redrawn. Text stays text and a scan stays at its original resolution.
Is my file uploaded?
No. Everything happens inside your browser on your own device.
Can I do this on a phone?
Yes. The grid drops to two columns on a narrow screen and every control is a tap target.
What about a password protected PDF?
It will not open. Save an unprotected copy from your PDF reader first.
