That $33.90 is a cost, not a rate. Turning it into a rate takes one more step: the billable cost has to carry overhead and profit like every other job cost. At 15 percent overhead and 10 percent profit, a $33.90 cost prices at $45.20 an hour, and that is the number that goes on a time and materials ticket.
Charge $40 and you have not lost money on the labor, you have lost the overhead and the profit, which is the same thing a year later. Charge $35 and the employee is being subsidized by the business.
