What else matters here
The number that matters is not the ceiling height, it is the floor to floor distance. An eight foot ceiling with a 2x10 floor system, subfloor and finish floor above it comes to roughly 105 inches, which is why the answer here is not 8 times 12.
Measure your own. Floor systems differ by a lot, and an inch of error across 14 risers is only a fourteenth of an inch each, but four inches of error is a riser too many or too few and a flight that does not land.
Fourteen risers puts the run at 136.5 inches, well over eleven feet, and the headroom rule means the opening in the floor above has to be long enough to keep 80 inches clear above the nosing line all the way down. That opening length, not the stair itself, is usually what forces a landing or a turn.
What this calculator assumes
- Riser count is the total rise divided by a 7.5 inch target, rounded to a whole number, and then increased by one if that would have put a riser over the code maximum. The rise is then divided evenly among them. Every riser in a flight must be within 3/8 inch of every other one.
- Treads are always one fewer than risers when the top riser lands on the finished floor above.
- The IRC limits are a 7.75 inch maximum riser and a 10 inch minimum tread. Your local code may be stricter, and commercial work certainly is.

Because the stair climbs from finished floor to finished floor, which includes the joist depth, subfloor and finish floor of the level above. That is usually 9 to 14 inches more than the ceiling height.
